Fakta Debat Capres: Impor Jagung Pakan Ternak Turun Spektakuler

Pada debat Calon Presiden (Capres) yang digelar di Jakarta 17 Februari 2019, Joko Widodo sebagai Capres nomor Urut 01 menegaskan impor jagung sejak 2014 hingga 2018 turun secara spektakuler. Di 2014, Indonesia mengimpor jagung mencapai 3,3 juta ton jagung dan di tahun 2018 impor jagung menurun yakni hanya 180 ribu ton.

Tentang hal ini, Direktur Jenderal Peternakan dan Kesehatan Hewan, Kementerian Pertanian (Kementan), Iketut Diarmita menyatakan impor jagung yang dimaksud Capres nomor urut 01 tersebut merupakan jagung untuk pakan ternak. Namun demikian di tahun 2018, Kementan tidak lagi mengeluarkan rekomendasi impor jagung untuk pakan ternak.

“Impor jagung turun spektakuler itu, saya pastikan yang dimaksud adalah jagung pakan ternak, karena porsi impor jagung pakan ternak waktu lalu jumlahnya sangat besar, jutaan ton per tahun,” demikian ujar pria yang akrab disapa Ketut di Jakarta, Senin (18/2).

Melansir data BPS, total impor jagung di tahun 2013 sebesar 3,29 juta ton senilai US$ 983,8 juta. Selanjutnya dengan program menanam jagung besar-besaran pada era Menteri Pertanian Andi Amran Sulaiman impor jagung untuk pakan ternak dapat ditekan secara signifikan. Pada 2016 impor jagung turun drastis dan pada 2017 tidak ada impor jagung pakan ternak.

“Hati-hati terkait data impor jagung ini, karena ada beberapa kode HS (Harmonized System –red) dan jagung bukan merupakan produk tunggal. Jadi jangan dipersepsikan bahwa impor tersebut seluruhnya digunakan sebagai bahan pakan. Kementerian terkait yang mengeluarkan ijin impor jagung untuk industri dan pangan lainnya. Kementerian Pertanian sejak tahun 2018 tidak lagi mengeluarkan rekomendasi impor jagung untuk pakan ternak,”jelasnya Ketut.

Karena itu, Ketut menuturkan jika terdapat angka selisih sedikit tentang angka impor itu bisa jadi karena ada jagung segar untuk benih dan brondong serta jagung olahan yang dapat berupa maizena, jagung giling, pati jagung, minyak jagung, sekam, dedak, bungkil dan residu lainnya. Sehingga, data yang disampaikan pada beberapa media itu, angkanya kurang tepat.

“Saya yang lebih tahu tentang impor jagung pakan ternak ini karena sebelum tahun 2018 saya yang mengeluarkan rekomendasi impor jagung pakan ternak, dan atas kebijakan Menteri Amran, pada tahun 2017 zero impor jagung pakan ternak,” pungkasnya.
